MATRON 3 – Discreetly Serving the Community

Environmental anti-social behaviour is rife in all urban areas, and The London Borough of Hounslow is no exception. Covering 23 square miles, stretching from Heathrow Airport in the west to Chiswick in the east, it has population of 210,000, and features modern housing estates, quiet suburbs, green belt villages and bustling and fashionable cosmopolitan districts. During 2004/5, Hounslow Council received 3376 environmental noise complaints. Nine officers deal with Hounslow’s noise complaints and have, in the past, always used Brüel & Kjær’s MATRON Neighbour Noise Monitoring System for their investigations. By upgrading their systems to MATRON 3 (DAT-less) Neighbour Noise Monitoring System they’re finding that their investigations are easier and more accurate than ever.

MATRON 3 Helps to Manage and Monitor Noise Complaints

With the never-ending increase in complaints about domestic noise, MATRON 3 has been designed to help manage and monitor these complaints. Brüel & Kjær’s third generation of MATRON noise nuisance recording systems builds on years of experience with its predecessors to take care of more difficult and time-consuming noise investigations. The complainant controls the sound recording of the noise, and a Hand-held Analyzer Type 2250 continuously measures and stores noise results for comparison before, during and after the complainant-activated sound recordings.
For example, when Hounslow Council recently received a noise complaint from the inhabitants of a flat situated above a shop, a pollution control officer was sent to the scene to install a noise monitoring system. The ability to do this without arousing suspicion is vital. With MATRON 3 packed into a standard briefcase containing a second briefcase housing the real noise monitoring system, the officer was able to enter and leave the flat carrying the same briefcase. The calibrated and locked system left at the premises included a Handheld Analyzer Type 2250 complete with sound recording to memory card – just like the ones used in digital cameras so there’s no DAT recorder involved. The complainant was then left to start and stop the recording of the offending noise, in this case the shop’s electric roller shutter, with a simple push of a button. Following collection of the system, the noise results and sound recordings were analysed and the results before, during, and after the complainant-activated recordings compared.

Daniel Saunders, Senior Pollution Control Officer, London Borough of Hounslow says, “We particularly like the pre-recording facility in MATRON. This means that when the complainant presses the button, we still have a recording of the beginning of the events – up to 100 seconds before the complainant pressed the remote control. So, no data is lost in the process, making it easier for us to filter genuine complaints”. This pre-recording facility was also key in a joint investigation by Hounslow Council and Hounslow Homes into a case of alleged neighbour harassment and noise nuisance. The pre-recording facility enabled the complainant to record alleged abuse by her neighbour, and the evidence was passed to the Hounslow Homes anti-social behaviour team to be followed up.

Daniel Saunders concludes, “MATRON 3 gives us confidence in our recordings. There are no mechanical parts – that is, no DAT recorder. We’ve installed systems previously only to find DAT recorder errors, making our recordings invalid. But with the DAT-less Neighbour Noise Monitoring System we just know that the data we get is intact. What’s more, the new MATRON 3 is a future proof investment with the option of upgrading when and if it’s needed”.
